  14. <p>    DIED. Joseph Pechman, 71, voluble economist who helped shape
  15. the landmark Tax Reform Act of 1986; of a heart attack; in
  16. Potomac, Md. A senior fellow at the Brookings Institution since
  17. 1960, Pechman forcefully campaigned for the elimination of
  18. loopholes in the tax code in return for fairer, lower rates. He
  19. was a member of TIME's Board of Economists from 1970 to 1981.
